Helsinki moves from voluntary to regulatory: a mandatory permit to govern shared micromobility

Faced with the explosion of shared electric scooters and bicycles since 2019, the Finnish capital is taking a decisive step. From January 2026, all operators will need to obtain a municipal license to operate. With expanded parking zones, mandatory geolocation, and the power to immediately remove vehicles, Helsinki is equipping itself with regulatory tools to reconcile sustainable mobility with harmonious use.
