Apeldoorn und Brummen liegen im Osten der Niederlande, etwa 30 Kilometer voneinander entfernt. Energiekoplopers ist eine Partnerschaft der Gemeinden Apeldoorn (160.000 Einwohner) und Brummen (21.000 Einwohner). Seit 2019 arbeiten die beiden Gemeinden an diesem Smart-Grid-Projekt zusammen.
